EDGEWOOD, Md., March 28, 2022 – APG Federal Credit Union (APGFCU®) is furthering its presence as a partner in financial wellness by extending membership access beyond Harford and Cecil counties to now include those who live, work, worship, volunteer or attend school in Baltimore County and Baltimore City.  Businesses and other legal entities located in these areas are also eligible for membership.

The move is a logical next step for APGFCU, according to CEO Don W. Lewis.  “Our service to  the Baltimore area began five decades ago in 1971 when we expanded membership eligibility to the servicemen and servicewomen at the Air National Guard base in Middle River,” he says.  “Then in 2003, we converted to a community charter that included Harford and Cecil counties, plus the Middle River area, which was deemed by the federal government as underserved.”

The $2 billion credit union, which ranks fifth in asset size in the state of Maryland, differentiates itself from other financial institutions through its stated mission: To empower people to use and control their own money to improve their economic and social condition.  To accomplish this mission, APGFCU places emphasis on financial education.  ”We believe the key to building wealth is through the impartation of knowledge,” Lewis says.  Under his direction, the credit union established a financial education department in 2003, which is dedicated to working with schools, community organizations, and one-on-one with adults.  In 2021, it reached over 17,000 people through 979 financial education sessions. 

Under Lewis’ leadership, the credit union also established a Credit Builder loan program in 1999, designed for people who experienced a change in their financial situation but demonstrate a willingness and commitment to repay their loans on time.  Credit-challenged members can obtain financing for auto, personal and home equity loans and, if repaid as agreed for 12 months, receive an interest rate reduction.  

All current 147,000+ members of the credit union can benefit from a full array of savings and lending products with money-saving features, such as better rates, fewer and lower fees, and special programs for first-time home buyers.  These are possible because of APGFCU’s unique structure as a not-for-profit, financial cooperative.  “We are member owned and member driven,” says Lewis.  “Our members are our shareholders and we are governed by a volunteer board of directors, elected by our members.  The focus of our cooperative is on people helping people. We are not driven by profit.”

The credit union was formed by workers at Aberdeen Proving Ground in 1938 in the wake of the Great Depression and was run by volunteers until its first full-time employee, Nancy Stubbs, was hired in 1960.  At the time, the credit union had a single location on post in a trailer.  When Stubbs retired as CEO in 1994, the credit union had grown to four branch locations.  Today, the credit union’s network of 15 branches spans across Harford and Cecil counties, with two locations in close proximity to the Baltimore County/Harford County border: Edgewood and Fallston.
